In this regard, the General Department of Customs stated that, pursuant to Articles 16, 52, 82, 89 and 91 of the Ministry of Finance's Circular No. 38/2015 / TT-BTC, customs dossiers For goods imported or exported or transferred to bonded warehouses, they shall not include papers on the collection of charges for the use of infrastructures, service or public facilities in seaport border gates.

Consequently, the General Department of Customs requests the Customs Department of Hai Phong to base itself on the provisions on customs dossiers for implementation. In particular, enterprises may not submit or produce other documents and papers other than the documents in the customs dossier.
